When OP2 is running while OP1 is still running, OP2's session time includes wait time (starved of parts).
Only flags sessions where both ops overlap in time — sequential runs are excluded.
Cut efficiency = actual cut time ÷ overlap duration. Below 85% means OP2 was waiting.
